"Employees may park in Lot B" and "All employees may park in Lot B" name the same subject, the same permission, and the same place. They are not the same claim. The first says nothing about how many employees the rule reaches; the second says it reaches every one. On the TOEIC Link reading section, a large share of detail and inference questions turn on exactly this difference — not on what a rule permits, but on who or what it applies to. The word that decides that is the quantifier, and it is one of the easiest words to read past.

The problem is not that test-takers do not know what some, most, all, or no mean. It is that under time pressure they read a sentence for its action and treat the quantifier as decoration. The test writer builds an answer that keeps the action intact while widening or shrinking the group it applies to — turning "some suppliers" into "suppliers" in general, or "most branches" into "every branch" — and the reader who fixed on the action rather than the domain accepts a claim the passage never made.

A quantifier is a boundary, not a number

It is tempting to treat quantifiers as vague measurements of amount — many is a lot, few is not many, some is unspecified. For reading questions, that framing is the wrong one. A quantifier draws a boundary around the set of things a claim is true of. "Most orders ship within two days" is not a statement about a quantity of orders; it is a statement that the two-day claim holds inside the majority of the order-set and not necessarily outside it. The words to the right of the quantifier describe what is claimed; the quantifier itself describes how much of the domain the claim reaches.

Reading for domain means asking, for the sentence a question depends on, what set does this cover, and where does the coverage stop. A passage that says a policy applies to "part-time staff hired after March" has restricted its domain three times over — to staff, to part-time, to a hire date — and an option that states the policy applies to "staff" has erased two of those restrictions and broadened the claim. The action matches; the domain does not; the option is wrong. This is the same low-salience-word discipline that governs negation and scope tracking, applied to extent rather than to polarity.

The quantifiers that move the boundary

Three groups of words set or shift the domain, and each is exploited in a characteristic way.

Universalsall, every, each, any, no, none — claim the boundary encloses the entire set with no exceptions. They are the strongest and the most brittle: a single counterexample in the passage breaks them. The trap here usually adds a universal the passage never used, converting a careful "in most cases" into an absolute "in every case" so the option reads more definite.

Proportional and partial quantifiersmost, many, several, some, a few, the majority of — claim the boundary encloses part of the set and, by clear implication, leaves part of it out. These are the most exploited of all, because "most locations offer the service" and "locations offer the service" feel nearly identical at speed, yet only the first survives a location that does not. Recognizing the partial quantifier and refusing to let it silently become universal is the whole task.

Restrictive modifiersonly, except, other than, and post-nominal qualifiers like "those who registered" or "orders over $500" — carve the domain down from a larger set. They are placed where a reader building the main proposition tends to skim: after the noun, in a relative clause, at the end of the sentence. Dropping the restriction is how a trap turns a narrow rule into a general one.

The trap almost always over-generalizes

The direction of the error is predictable, and the predictability is a tool. Overwhelmingly, the wrong answer covers a wider domain than the passage — it says all where the passage said most, drops the "part-time" that narrowed the group, or ignores the "except" that excluded a case. Over-generalizing is the tempting error because a broad, unqualified claim reads as a clean, complete statement, exactly what a test-taker expects a correct answer to look like, while the passage's careful restriction reads as fussy detail that can be rounded off.

Knowing this, you can weight your suspicion the same way you would for an inflated claim of strength. When two options survive a first pass and one covers a visibly larger group — every branch rather than most, all customers rather than registered customers — the broader one is the likelier trap. The passage's domain restriction is a constraint the answer must honor, and an option that discards it to sound more general has usually discarded accuracy with it. Under time pressure this pairs naturally with distractor typology and trap elimination: the over-broad option is one of the most common trap shapes, and naming it lets you eliminate it fast.

Fixing the domain in practice

The discipline compresses to a short check applied only where a question turns on it. Locate the sentence the question depends on. Find its quantifier and any restrictive modifier, including the most mid-sentence and the "except" tucked at the end. State the domain to yourself as a short phrase — "every one, no exceptions," "the majority but not all," "only the ones who registered." Then match each option against that domain, and treat any choice that keeps the action but enlarges the set — replacing some with the bare plural, or dropping the qualifying clause — as the over-generalization trap it usually is.

This feels slow because you are stopping on words your eye learned to treat as filler. But the pause is cheap and the error it prevents is total: an option that widens the domain is not a near-miss, it is a claim about a different and larger set of things, and the passage never made it. Reading the boundary — not just the action — is the difference between knowing what a rule does and knowing who it does it to.

Building the habit

Practice by taking any passage with rules or policies and, for each one, underlining the quantifier and every restrictive modifier, then writing the rule twice: once as stated, and once with the restrictions stripped away. The distance between the two versions is exactly the coverage those words control, and making it visible trains your eye to stop on them. Then, for each question, ask whether the answer you are drawn to covers the passage's domain or a wider one. Over enough repetitions the check becomes automatic, and the small quantifier that used to cost you points becomes the word you read most deliberately.
