TOEIC Link Vocabulary — Switchgear Partial Discharge and Insulation Resistance Testing: A Survey-Report Cluster
The TOEIC Link reading section leans heavily on workplace documents, and one recurring document type is the maintenance or inspection report. When those reports are set in an industrial electrical context — a substation, a plant switchroom, a distribution board survey — they draw on a vocabulary that is small in size but dense in meaning. A candidate who has met partial discharge, insulation resistance, and polarization index only as separate dictionary entries will read the passage word by word and run out of time. A candidate who understands the terms as stages in a single inspection workflow will read the passage as a story they already know, and the comprehension questions will feel like confirmation rather than discovery.
This guide builds that workflow-level understanding. It clusters the switchgear-testing vocabulary the way an actual inspection unfolds, so that each term arrives with its neighbours attached. Why cluster by workflow instead of by frequency

When a TOEIC Link passage says a technician "measured the insulation resistance and recorded a polarization index below the acceptance threshold," the reader who learned those three terms together — because they belong to the same test — reconstructs the sentence's meaning in a single move. The reader who learned them on three different days from three different lists has to assemble the meaning from parts, and the clock is running.
So the organizing question for this cluster is not "which words are most common?" but "what actually happens during a switchgear inspection, and what is each step called?" Answer that, and the vocabulary arranges itself.
Stage 1: De-energizing and isolation
Before any test can run, the equipment must be made safe. The report language here is procedural.
- de-energize — to remove electrical power from equipment. "The panel was de-energized before testing began."
- isolate — to disconnect a circuit from all sources of supply. "The busbar was isolated and confirmed dead."
- lock out / tag out — to physically secure a switch in the off position and attach a warning. "The breaker was locked out for the duration of the survey."
- earth (verb) / ground — to connect to earth for safety. British-influenced TOEIC Link passages favour earth; both appear.
The TOEIC-relevant point is that these verbs are almost always passive in reports — was de-energized, was isolated — because the report emphasizes the equipment's state, not who acted. Expect the passive throughout this document type; it is a comprehension cue, not a stylistic accident.
Stage 2: Insulation resistance measurement
This is the core of the survey and the densest vocabulary zone.
- insulation resistance — the resistance to current leakage through insulation, measured with an insulation tester (often called a megohmmeter or megger). Reported in megohms (MΩ).
- polarization index (PI) — the ratio of the ten-minute reading to the one-minute reading. A high PI indicates dry, healthy insulation; a low PI suggests moisture or contamination.
- dielectric absorption ratio (DAR) — a similar ratio taken over a shorter interval, used as a quick check.
- acceptance threshold / acceptance criterion — the minimum value the reading must meet to pass. "The PI fell below the acceptance threshold of 2.0."
- trend / trending — comparison of the current reading against previous surveys. "The insulation resistance shows a downward trend over three inspections."
Notice the ratio language: index, ratio, below the threshold. TOEIC Link questions built on this stage frequently ask whether a reading passed or failed, and the answer lives entirely in the comparison between a measured value and a stated criterion. Stage 3: Partial discharge assessment
Partial discharge (PD) is the vocabulary that most distinguishes a genuine electrical-inspection passage.
- partial discharge — small, localized electrical breakdowns within insulation that do not fully bridge the gap between conductors, but which degrade the insulation over time.
- corona — a visible or detectable discharge in air around a high-voltage conductor.
- tracking — the formation of a conductive path across an insulating surface, often from contamination.
- inception voltage — the voltage at which partial discharge begins.
- picocoulomb (pC) — the unit in which discharge magnitude is reported. Candidates need not understand the physics; they need to recognize that a rising pC figure is a defect indicator.
The comprehension trap here is the word partial. It does not mean "minor" or "harmless" — it means the discharge is incomplete, i.e., it does not yet cause total failure. A passage may describe partial discharge as a serious finding requiring follow-up, and a candidate who reads partial as small will misjudge the report's urgency.
Stage 4: Defect classification and follow-up
Every survey ends with a verdict, and the verdict language is standardized.
- satisfactory / within limits — the equipment passed. Synonym clusters like this are common TOEIC Link paraphrase targets.
- deficiency / defect / anomaly — a problem found. These are near-synonyms; the passage may state a deficiency and the question may ask about an anomaly.
- remedial action / corrective action — the work required to fix a defect.
- re-test interval / recommended re-inspection — when the next survey should occur. "A reduced re-test interval of six months was recommended."
- condition-based / time-based maintenance — whether follow-up is driven by measured condition or by a fixed schedule.
The paraphrase between the report and the question is where most points are won or lost. A report saying "insulation values were within limits but partial discharge activity warrants a reduced re-test interval" will generate a question asking, in different words, whether the equipment passed and whether earlier re-inspection was advised. Both halves must be tracked.
How the cluster behaves in TOEIC-style sentences
A representative passage sentence:
"During the annual survey, the medium-voltage switchgear was de-energized and isolated before the insulation resistance was measured; although the readings remained above the acceptance threshold, detectable partial discharge activity led the surveyor to recommend a reduced re-test interval."
Every stage of the cluster appears in that one sentence, in workflow order. A reader who learned the words as a system parses it as a familiar narrative: isolate → measure → the number passed → but PD was found → so re-test sooner. A reader who learned the words in isolation parses it as five unrelated technical terms and a subordinate clause they cannot resolve in time.
A four-week protocol
Week 1 — build the workflow. Write the four stages as a single flow diagram: isolate → insulation resistance → partial discharge → verdict. Under each stage, list its terms. Learn the shape of the survey first; the words hang off the shape.
Week 2 — passive-voice drilling. Because this document type is overwhelmingly passive, rewrite ten active sentences ("The technician isolated the panel") into report passive ("The panel was isolated"). This trains you to read the passive as the default rather than as a puzzle.
Week 3 — threshold and paraphrase practice. Take each numeric term (PI, pC, MΩ) and write one sentence where a reading passes and one where it fails against a stated threshold. Then paraphrase each verdict term (satisfactory ↔ within limits, deficiency ↔ anomaly) so the report-to-question rewording stops surprising you.
Week 4 — full-passage timing. Read three maintenance-report passages under time pressure, answering only after locating (a) the measured value, (b) its threshold, and (c) the follow-up recommendation. If you can find those three anchors quickly, the questions resolve themselves.
